Summary

He specializes in aerospace human factors, aviation safety and patient safety, has a unique background as one of a very few qualified military pilot-aerospace researchers and experts. The first F-16 “Pilot-Physician” in the USAF, he was recruited to help reduce the incidence of accidents and fatalities from Spatial Disorientation and High Sustained G forces.  Later he worked for 6 years in aeromedical and human performance laboratories in the USAF and Britain’s Royal Air Force, and was the Chief Scientist (acting) of the USAF Armstrong Aeromedical Laboratory.  Having studied human performance in the air, and in high risk areas of hospitals, he is expert in both these domains, and has worked in knowledge and behavior transfer from cockpit to operating room and ER. Plus, he has been selected for leadership positions in hospitals and healthcare networks at the senior, executive level.

Human Performance Consultant with over 30 years of experience in human performance investigation; in which 26 of those years were with the National Transportation Safety Board (NTSB) in Washington, DC.  Human performance issues involved in transportation accidents include speech analysis, fatigue, operator impairment, crew coordination, cockpit design, automation, and corporate culture.

Subsequent to his retirement from the NTSB, he participated as a consultant and expert witness in investigations, such as: Technical Specialist for Spanish government agency CIAIAC on the Air Algérie MD-83 accident near Gossi, Mali; Asiana Airlines in connection with Flight 214 accident at San Francisco CA ;  Independent Pilots Association in connection with UPS Flight 1354 accident at Birmingham, AL; Gulfstream Aerospace G IV accident at Hanscom Field, MA, and consultant to aircraft underwriters in the Malaysia Airlines Flight 370 disappearance.

He has also served as an expert witness for the U.S. Senate Judiciary Committee (technical factors limiting speech lie detection) and U.S. Department of Justice and U.S. Postal Service (prosecution of manufacturers of an alleged speech lie detector).

Over twelve years of experience in Human Resource Management, working for a variety of organizations to include financial institutions; a mechanical contractor and software companies.

During her career she has independently created two Human Resources departments. This included an assessment and later development of policies and procedures for the complete employee life cycle from recruitment to termination as well as internal company policies, procedures and practices. She has served as mediator during employee conflicts; performed internal investigations; counseled employees and managers.

She has extensive knowledge in employee relations and conflict resolution throughout her tenure. She has outlined and advised on the correction of behavior and conduct that is prohibited and not to be tolerated in the workplace, such as theft; workplace violence; falsification of documents; insubordination; failure to observe work schedules; and unlawful harassment or discrimination. She has developed and trained managers on the use of Performance Improvement Plans (PIP) to mitigate risk to the company and display of respect for the employees. She has worked in organizations comprised of employees with various skill levels. Each posing their own unique personnel challenges.

Our expert's distinguished 45-year career in aircraft cabin safety has included precedent-setting work with the U.S. Federal Aviation Administration (FAA) in the position of Air Carrier Cabin Safety Specialist, working to develop the safety role of the flight attendant in the areas of crashworthiness and survivability - and establishing cabin safety inspection as a standard in the field.  Such efforts have directly contributed to the advancement of aviation safety for crewmembers and passengers alike.


She has represented flight attendants throughout her career, with four air carriers (through mergers), in the areas of: aircraft cabin safety, aviation security, crew training and emergency response, incident/accident investigation and regulatory reform.  She was a major contributor to the establishment of a joint Critical Incident Stress Management program at Northwest Airlines and continues to advocate for survivor support services.  In the wake of 9-11, she championed flight attendant concerns surrounding security and personal protection issues and was instrumental in bringing cabin defense training to over 10,000 cabin crewmembers.


Our expert was also instrumental in bringing voluntary safety reporting by means of the FAA's Aviation Safety Action Program (ASAP) to the 20,000 flight attendants of Delta Air Lines, allowing for a non-punitive process to report safety concerns and needed improvements.  She has worked with both industry and governmental agencies in developing improved cabin interiors, operational and design standards - and the promulgation of regulatory changes directly impacting flight attendants in their primary safety role.


She recently received the "Safety Activist Achievement Award" presented by the Association of Flight Attendants (AFA), honoring her significant contributions to the field of aviation safety and advancing safety for flight attendants specifically and the traveling public in general.  This is the third time in her career that she has been recognized by AFA, having previously been the recipient of the prestigious "Annual Air Safety Award".

He has over 20 years of experience with environmental health and safety consulting projects.  His background includes analysis of depositions and trial testimony records for cases associated with workplace health, safety, and environmental concerns, as well as property assessment/records review, and Phase I environmental site assessments.  He has researched the health and safety regulations concerning a variety of contaminants, including asbestos, lead, coal tars and volatile chemicals.  He is well-versed in the requirements of the Occupational Safety and Health Administration (OSHA), the National Institute for Occupational Safety and Health (NIOSH), the American Industrial Hygiene Association, the American Conference of Governmental Industrial Hygienists (ACGIH), the Association for Testing and Materials (ASTM), and numerous other federal, state, and local regulations and guidelines affecting environmental health and safety. He develops and implements safety and health programs and trains anything OSHA including OSHA Construction 10 and 30 hour certificate classes. He has also completed numerous construction audits and understands OSHA related construction regulations as well as local Maryland regulations (MOSH).
