This expert has over 37 years of experience in air traffic control radar, procedures, training and implementation. He has worked in numerous FAA and non FAA Towers, Terminal Radar Approach Control Facilities (TRACONS) and Enroute Air Traffic Control Centers (ARTCC). He is knowledgeable in all aspects of FAA regulations, SOP’s and LOA’s surrounding the aviation industry.  In 2009, he was nominated for Samuel J. Heyman award for his nationally recognized retraining program.

Aviation Traffic Control and Radar Consultant with over thirty-five years experience with the Federal Aviation Administration.  This expert was appointed by the Secretary of Transportation to develop and lead an independent safety oversight organization to oversee the United States air traffic control system. 

He directed and revamped emergency operations for the FAA following September 11, 2001 and has extensive experience as an FAA spokesperson with the national media, congress, and at high-visibility public hearings.

This expert has top-secret security clearance with sensitive compartmentalized information (SCI).

011203 Aviation Air Traffic Control, Safety and Accident Investigation

Former air traffic controller, manager, aviation safety, and accident investigation specialist with over 39 years of aviation experience.  He has managed numerous accident investigations while Director and Acting Managing Director of Taiwan’s Aviation Safety Council (ASC).  Began his career as an Air Traffic Controller, and advanced to of Chief, Chiang Kai-shek Radar Approach/Tower. 

He then served as Acting Managing Director; Director, Aircraft Accident Investigation Division and Air Traffic Services (ATS) Group Chairman for Taiwan’s Aviation Safety Council (ASC) where he managed numerous major aviation accidents.  More recently he supported an Air Navigation Service Provider to implement a Communication, Navigation, Surveillance and Air Traffic Management (CNS/ATM) program as a Chief Engineer and Liaison to Civil Aeronautics Administration (CAA).  He has considerable experiences in Air Traffic Control Operations and Facility Management, Air Traffic Control (ATC) Project Development and System Programming.  He has acted as liaison with the International Civil Aviation Organization (ICAO), Air Traffic Control Association (ATCA) and the International Federation of Air Traffic Controllers’ Associations (IFATCA).

A senior Air Traffic Control Specialist and Air Safety Investigator with over forty-five years of experience in the air traffic control environment.  His experience ranges from being a hands-on air traffic controller; developing, authoring, and training others in use of ATC procedures to serving as an expert and principal advisor to the Air Traffic Branch Chief, New England Regional Office, Burlington, MA, in the day-to-day management and operations of a specified number of air traffic field facilities which consisted of Flight Service Stations (FSS) and Terminal ATC facilities.

Later in his career, as an Air Traffic Control Specialist, he reviewed ATC accident packages for causation; participated in accident/incident situations and provided on-site evaluations of ATC services; provided technical support to General Counsels Office and the Department of Justice in litigation cases involving ATC; assisted the Evaluation Branch with on-site evaluations of ATC facilities; provided guidance to regional and facility personnel in accident/incident investigations; and provided expert witness testimony at trials and/or depositions.

He has been involved or working in the field of Aviation for over 32 years.   His background includes not only being a pilot but working as a senior Air Traffic Control Specialist for the Federal Aviation Administration (FAA) at various locations for the past 26 years.  During which time he also served as an Air Safety Investigator for the National Air Traffic Controllers Association (NATCA), providing ATC expertise in numerous investigations of both accidents and incidents conducted by the NTSB. His flying experience includes multiple ratings and licenses including Airline Transport Pilot and Flight Instructor accumulating 2,100 hours flight time.
