This expert is a licensed Professional Engineer in mining, civil and geological engineering. He has over 35 years of experience in subsurface and surface analyses. He is an independent practitioner and Senior Subject Matter Expert for the US Department of Energy at the Carlsbad Field Office's (CBFO) Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico. I provide senior technical advice and recommendations to the CBFO Director, Facility Engineering Division, on matters pertaining to mining engineering, ground control, mine safety, underground mine construction and drift, back and ribs maintenance, mine shaft and hoist construction and maintenance, surface mining facilities, and systems construction and maintenance, and input and coordinates with other CBFO staff. I serve as the CBFO senior technical specialist and lead underground activities involving WIPP mine operations, and the relationship of nuclear, environmental, health and safety requirements to the WIPP mine operations. I prepare reports, maintain records of technical work accomplishments and coordinate the preparation, presentation and communication of work-related information to other CBFO staff.


Official European Assignment to Bochum, Germany to visit a steel manufacturing facility for yielding arches as ground support systems for the WIPP mine. Also, visited two mines in Poland. Both mines utilized yielding steel arches. One mine was a salt mine in Wieliczka, Poland and another was the Wesola Coal Mine near Katowice, Poland. (Completed July 2023)


Special Assignment to the Sanford Research Underground Facility (SURF) in Lead, South Dakota, USA. Performed a Cooperative Agreement Review for extended funding for the facility on a six-membered committee. Review consisted of geological/geo-mechanical assessment of the newly excavated portion of the facility. Site geology consisted of igneous/metamorphic rocks interwoven with sedimentary rocks and various volcanic intrusions. Completed March 8, 2024).

  • Responsible for a rock slope stability analysis of the open pits at gold and silver mines. The work included identifying discontinuities in the rock mass such as faults, fractures, bedding planes and joints that could reduce the rock strength and lead to instability in the rock mass.

  • Identified areas where groundwater inflows could interfere with mine development.

  • Recommended field instrumentation for proper monitoring of the rock slopes.

  • Developed a rock slope stability course for on-site professionals for the maintenance of field equipment and the on-going analysis of rock slope data. All information collected would be used to evaluate the rock mass quality and determine the Rock Mass Rating (RMR) at specific formations.

  • Also, responsible for the Geotechnical and Hydrogeological Investigation Program at a rare earths elements (REEs) deposit. The work includes supervision and coordination of borehole drilling, well installation, rock coring, and packer testing.

  • Prepared the proposal, budget, interim and final reports for all programs.

  • Conducted a senior technical review of a feasibility design report for the construction of a run-of-the-river dam. This work included a review of the surface and subsurface geology near the dam site and an associated tunnel.

I have worked for CompHealth, Midvale, Utah since November 2017 as a pulmonary and sleep disorders physician.  From 11/2017 until 12/2019, I worked at St. Mary’s Medical Center, Grand Junction, Colorado and from 1/20-5/20, at PeaceHealth, Longview, Washington. From September 3, 2020, I worked as a critical care specialist at St. Marks Medical Center, Salt Lake City, Utah. I chaired a clinical pathway committee for COPD and pneumonia.

  • Pulled and delivered coal sets to be worked on at the WATCO Car Repair Facility in Cornell, KS.





  • Re-railed railcars utilizing specialized railroad equipment.

  • Inspected, repaired, and/or replaced many freight car components including hundreds of wheel sets, box car doors, outlet gates, hatch covers, side posts, side sills, draft gears, couplers, knuckles, uncoupling levers, crossover boards, safety ladders, hand holds, sill steps, brake beams, levers, brake components, and other railcar safety appliances.

  • Operated overhead crane, mobile crane, forklift, skid steer, bolster press, backhoe, scissor lift, and one-ton flatbed.

  • Interchanged freight trains with the CSX Railroad.





  • Worked as a conductor on the Roodhouse Local, switching railcars, hauling freight from Roodhouse, IL to East St. Louis and to Springfield, IL to interchange with a short line railroad.
