Summary

Oil spill prevention specialist who performs hazard assessments upon all oceangoing ships entering the waters of California.  He acts as state liaison to the Port of Hueneme and the San Francisco Harbor Safety Committee and is a salvage expert for marine incident responses.  He also tracks ship Loss of Propulsion incidents due to fuel switching for the State of California.  He is appointed to the U.S. Department of Homeland Security, the U.S. Coast Guard Navigation Safety Advisory Council, and represents state agencies with vessel and port safety.  Additional areas of expertise include navigation and navigation equipment, COLREGS, stability, lifesaving equipment, International Ship Management, International Ship and Port Security, marine firefighting, salvage, emergency towing, ship container stowage, bunkering operations, and dangerous and hazardous material container stowage.
