More than forty years experience in engineering, construction and facilities management.  He is a graduate of Penn State University and holds a Master’s degree from the University of Pittsburgh.  He is a Registered Professional Engineer in six states and holds an Asbestos Inspection license in Virginia.  Served 7.5 years on active duty in the Navy’s Civil Engineer Corps and retired in 2001 with thirty years active and reserve combined service.

As a member of the Adjunct Faculty in ODU’s Continuing Engineering Education program, he taught basic contract law and various management courses.

  • Associate, Director of Quality Management, Director of Construction Administration.  Reported to CEO. Managed quality staff of four and two consultants; Performed quality reviews of all Clark Nexsen projects, Interfaced with all disciplines on quality issues, Served as corporate safety/environmental manager.  Managed CA staff of six; Managed all construction period services for Clark Nexsen’s Norfolk Operations’ projects; Primary contact on Virginia higher education projects during construction; Reviewed and processed Requests for Information, Submittals, Schedules and Requests for Payment; performed site inspections; Advised staff on contract interpretations, safety, asbestos, mold and lead based paint issues.  In 2012 Clark Nexsen was ranked 132nd on ENR’s Top 500 Design Firms list and ranked 50th on ENR’s Top 100 Green Design Firms.

  • Quality Control/Safety/Environmental Manager for the Navy’s $35.0M Job Order Contract.  Reported to Vice President.  Staff of one responsible for reviewing submittals and test reports, inspecting construction and final close out of construction projects throughout the Tidewater area.  Delivery orders exceeded 131 projects in Norfolk and $31.0M from 1995 to 1997.

  • Senior Engineer, Reported to Vice President.  Served as Quality Assurance/Resident Engineer at the Hoffman Federal Courthouse and Chrysler Museum renovation projects.  Included client interface, quality assurance, on-site engineering, change order scope and cost development, and monthly schedule and payment processing.

  • Vice President, Facilities Management Reported to Senior Vice President.  Staff of nine;  Managed all new construction, renovation, O&M and rent/utility allocation for more than 850,000 square feet of corporate space and 70 full service branches.  Other activities included operations planning, food service management and parking management for ten garages.  Total construction exceeded $1.5M for 1990; total budget exceeded $15.5M.
  • ­Successfully managed 160 construction projects totaling $30.0M.
  • ­Refined procedures to reduce operations and maintenance costs by 19% after inflation.

Sobota, Inc., Engineering Services, Virginia Beach, VA, 1985 – 1987

  • Vice President, Provided construction quality assurance, construction inspection services, project management, and construction claims investigations for U.S. Navy and private agencies.
  • ­ Managed the construction inspection of the $3.5M Special Mission Hanger at Andrews AFB and two boiler replacements – $1.5M and $1.2M for the Naval Research Laboratory.

  • Director of Facilities, Reported to Operations Director.  Staff of 42, including 8 engineers.  Responsible for initiating, developing, and coordinating all facility projects.  Norfolk Center included 90 major buildings with an annual facilities alteration and repair budget of $11.5M.

Headquarters, Defense Nuclear Agency, Alexandria, VA, 1980 – 1982

  • Contracting Officer’s Representative, Reported to Director, Strategic Structures.  Managed Navy’s R&D program for shock response of ships and submarines.  Annual budget of $2.0M.  Granted Top Secret Clearance during this period.
  • ­Initiated computer model shock simulation for the AEGIS class cruisers.
  • ­Awarded the Joint Services Commendation Medal.

Chesapeake Division, Washington, D.C.,  1978 – 1980

  • Assistant Resident Officer in Charge of Construction, Reported to Resident Officer.  Managed construction contracts for office, quarters, and pipeline projects at Andrews AFB and Henderson Hall, USMC Base.

  • Public Works Officer, Reported to Dean of Administration.  Responsible for construction, repair, and rehabilitation of eight War College buildings, including five on the National Registry of Historic Places.  Three new construction buildings occupied during this period.
